Foster Parents Role Diminished

In reviewing the Indiana Child Welfare Manual, I note that almost all of the policies designed to give foster parents a voice were omitted in the 2011 revision.  Beginning in the 1990’s with director Jim Hmurovich, Indiana child welfare policy gave foster parents the right to call a case conference when they wished to advocate for their foster child.  No longer do foster parents have such a right.  Formerly the child welfare manual contained detailed information on bonding between foster parents and foster children including several excellent definitions of bonding and the statement that foster parents who have had a child for over six months should be given preference if they want to adopt him or her.  All the information on bonding seems to have disappeared from the 2011 revised manual.  The motive for these deletions is rather obviously an attempt to cut costs rather than consider the best interests of the child.  I find this a sad commentary on where we choose to save money.  Apparently in Indiana, a child’s rights are no longer paramount.
